is it possible to upgrade fit-PC3-D2x2-T40N-WB-H250-XH764-FM4U we have to Windows 7 Pro O/S ?

You can use the Windows Anytime Upgrade Feature from within the Windows 7.

The question is how I get a license for that ? do you need different license and how much does it cost if any cost is applicable.

You need to contact one of the Microsoft Windows 7 resellers to purchase the key. Than you can activate it from the Windows anytime upgrade feature.
