Ethernet port always at 100mbps on certain switches

I have a variety of network switches. All of them support 10/100/1000 operation, however my Fit-PC 3 connects at 100mbps when plugged into my "consumer-grade" Netgear switches, and I get 1000mbps when I plug it into my rackmountable Netgear JGS516 switch.
...most of the time.
I don't always get 1000mbps when I plug the Fit-PC into the JGS516, it does sometime connect at 100mbps - but recently it has reliably connected at GigE.
The connection speed is set when the Fit-PC is plugged in and powered on, but before any OS loads. All of my other equipment is able to connect at GigE speeds into my consumer-grade switches - I thought the only functional differences between them and the business-class rackmountable switches was switching speed and the number of ports.
My cables aren't the issue as they're all Cat5e and all my other computers are able to use them to connect at 100mbps.
