Can't get past BIOS

I seem to be in a BIOS boot loop, I go into the BIOS and it sees the attached USB CD ROM (Tried multiple drives), or the USB Thumb Drive (Also tried multiples), I can configure them to be the highest boot order, and it goes past the BIOS and reboots. I have verified that the CD's, DVD's and Thumb drives are in fact bootable and am at a loss as to why I can't get past the BIOS on this machine and do anything other than reboot.

Please detach everything from the FitPC3 but the thumb and power it on. Tell me if you got out of the BIOS loop
