Ethernet device dead?

I am running Linux (Fedora) and am experiencing some very peculiar and unpredictable issues with my ethernet devices.
At times, after a reboot or when turning it on after a shutdown, one or both of the ethernet devices are not found by linux when doing an lspci. After reading another thread, I decided to try cycling the power by actually unplugging the device. More often than not, that actually works.
I would love to help with reproducing this issue if someone contacts me. I am worried that I might be doing a remote reboot and come across this issue which would be very irritating to say the least.
