Best BIOS settings for lowest power usage

What bios setting will result in the lowest power usage: C-states, GV3, Enabled (both c-states and gv3), or disabled?
All enabled results in lowest power consumption, but is causing some issues mostly with USB.
Power saving is mostly when the fit-PC2 idles.
