Would it be possible to install a 7200 rpm drive and keep it cool enough in the fit PC 2?

Other hardware but the hard disk has a huge thermal margin - nearly 40degC. 5400RPM Hard disk itself has about 15degC margin - assuming 45deg case temperature and hard disk rated for 60degC.

Using 7200RPM disk eats into the disk thermal margin. Use it if you feel comfortable with lower thermal margin. You may use S.M.A.R.T. to protect hard disk against overheating.

Thanks for your answer. 5400 rpm is the way to go then or ssd if I can burn the money for it.
