external USB drive not spinning down

i have a 1TB externe harddisk
that was connected to my laptop before ( as a low power 24/7 server )
and now its connected to the fitpc2

i found out that when i shutdown the fitpc2 the external drive makes a sound like if the usb connection/power is suddenly disconnected and the drive makes a click noise for 1 sec.
i dont have this problem when the drive is connected to the laptop.
maybe the usb is not properly shutdown when the system shuts off?
i also here this when i power up the fitpc2
first the drive wants to spinup but then suddenly is stoppen
when windows starts it bootsup again because i asume it again gets a usb sigal to start to spinup...
