USB not plug and play after startup

My USB ports will occasionally not hot-swap. So the devices will work when plugged in on startup, but if I unplug and replug the devices in, they don't work after Windows has booted up. It only happens every few times. Is anyone else seeing this, or have any ideas?

It is not normal behavior. Before we relate it to a hardware problem, have you tried to reproduce the bug on fresh windows 7 install?

Yeah, I've got other hardware I'm hoping to transition from, and it's indeed plug and play post windows 7 Install. It's specific to the FitPC2 and FitPC2i.
