Keyboard/Mouse not recognized during Windows 7 install

I'm trying to install Windows 7 (64-bit) on a new IPC2, but I can't get past the Language selection screen because my mouse and keyboard dies at this stage in the installation process. The keyboard works fine and I can enter BIOS. I have the mouse/keyboard connected to one of the two USB 2 ports (black). I have also tried changing the UEFI and Legacy boot settings but to no avail. The BIOS version is the latest (29-Aug-2014).
