Go to Device Manager\Mouse and other pointing devices\Your mous name\
Right Click -> Properties

I can't reproduce your issue. Using the lates BIOS, the Windows 7 setup DVD boots in UEFI mode without any flaws on my side.

The new uploaded driver suite both the Sandy Bridge and the Ivy bridge systems. Just launch the setup.exe file to initiate the setup process.

You can try to switch USB ports between the USB HDD and the USB stick. That will change the boot order.
