I installed Windows 10 from external DVD drive connected to USB. I suppose that booting from USB flash drive would work in the same way.

Yes, you can boot from any of them (as well as the mSata, m2, usb hdd, usb stick). In Bios you can set the boot priorities for these devices.

Based on http://www.intel.com/content/dam/www/public/us/en/documents/datasheets/xeon-e3-1200v4-vol-1-datasheet.pdf - C226 PCH platforms support ECC and non-ECC UDIMMs so I suppose that the UDIMM refers to unregistered memory that is quite difficult to find in the 16GB ecc ddr3 mo...

Can you suggest compatible memory for a configuration with 32GB and the Xeon E3-1285LV4?
I prefer ECC memory.
Is registered ECC supported or unbuffered ECC only?
For example the following (registered ecc) would be fine?
